Information portal for employers,
the unemployed and job seekers

Challenge

The Public Employment Services (PES) faced the challenge of improving communication in two areas – with citizens and between the internal structures of public administration.

The main goal of the Client was to adapt the content and form of their messages so that they are friendly to the unemployed, job seekers and employers. The previous content was perceived as too formal and incomprehensible, which made it difficult to meet the needs of the interested parties. Therefore, the Client set the following goal for us – the solution we were to create was to take into account the principle of universal accessibility, according to which the website should be available and useful to everyone regardless of their age, computer skills, used software, equipment for receiving content and internet link.

Internal communication also needed to be improved, which involved standardising the structure of information management, unifying content, introducing a clear system for administering the site, and maintaining common standards for all PES units, which in effect was to facilitate the activities of the offices.

Solution

The result of our work is the creation of a nationwide information vortal for the unemployed, job seekers and employers.

We equipped it with a number of mechanisms, such as an advanced search engine, knowledge base, help center, calendar, newsletter or Virtual Advisor, enabling efficient access to the sought information.​ In developing the solution, we adapted to the WCAG’s strict guidelines, which ensured greater accessibility of the content for people with disabilities.
We designed the portal’s structures to suit the main user groups, also using eye-tracking research, thanks to which the published content became more accessible and friendly to the beneficiaries of the labor market.

When it comes to offices, they gained the ability to create their websites quickly, based on a consistent and standardized template, while remaining independent in adding their own content. ​Another improvement in the functioning of offices was the creation of an Intranet that supported communication between the Ministry and offices, providing them with a number of tools for exchanging information, managing documents, events and articles. Our solutions are nationwide and have been implemented in 350 employment offices, reaching over 2 billion views.

RESEARCH AND INTERVIEWS
We conducted a number of surveys and interviews with the unemployed, employers, employees of the PES and cooperating institutions as well as commercial organizations in order to identify the expectations of the future solution’s recipients.

UX WRITING
We designed the Vortal together with the Intranet and templates for quick implementation of official websites, ensuring consistent communication with the beneficiaries of the labor market.

PRODUCT DESIGN
We implemented the solution in the Ministry as well as Voivodeship and Poviat Labor Offices throughout the country by training officials and site administrators.

IMPLEMENTATION OF THE SOLUTION
We took into account the needs of citizens and created content written in a clear and understandable language. We introduced this content to the ministerial portal and offices’ templates.
